TRENTON, NJ — New Jersey legislators have introduced a novel bill that could significantly reshape the state’s educational landscape. Senate Bill 3266, sponsored by Republican Sen. Vincent Polistina and filed in early May, aims to create a state-funded pilot program to explore the feasibility of forming regional school districts across the Garden State. The measure has since been referred to the Senate Education Committee for further review.

If passed, the law would launch a program to study the viability of merging smaller, underfunded K-8 and 9-12 districts into larger, more efficient K-12 regional school systems. The primary goal of the study is to evaluate potential impacts on district finances and student outcomes.

The proposed pilot program would unfold in two main phases: a one-year planning stage followed by a five-year implementation stage. Three pilot locations—one each in North Jersey, Central Jersey, and South Jersey—would be selected to participate during the planning phase. Each site would be eligible for up to $50,000 in state grants to support planning and feasibility studies.

A key feature of the proposal is the inclusion of local communities in the decision-making process. According to the bill, moving from the planning stage to implementation would require voter approval in a special election. This ensures that any major changes to school district arrangements have the backing of the communities affected.

The initiative builds on recent state efforts to fund regionalization studies. Earlier this year, New Jersey awarded $470,000 in grants for similar research. The funds were directed to the Union Township school district in Hunterdon County, Belvidere, and two regional high schools in Sussex and Gloucester counties.

Proponents of regionalization argue that merging smaller districts can lead to significant cost savings by reducing administrative, staffing, and transportation expenses. Those savings, they say, could then be reinvested into student services and educational programs. Supporters contend that larger, consolidated districts could offer students an enriched learning environment with a broader range of educational options and resources.
